Elon Musk is giving a speech to Congress to present his plan to colonise Mars. He will present his ideology and his motivations for this endeavour, he will present everything he has accomplished so far (research, technology...) and his time line. He will also tackle the subject of financing for the project. He will finally explain what his enterprise means for the United States and the world. The speech has to last between 3 and 5 minutes.
