The animals don't have news anymore from Lubie who was gone to get some sugar and some more ribbons. Here it is, superficiality! Then, Snowball and Napoleon still do not get along, and when Snowball suggests the windmill project, Napoleon violently rejects it. According to him, this is only a waste of time. Therefore the animals are divided into 2 groups, one for Napoleon who says that the animals will not starve, that they will always have a full bowl, and the other one for Snowball, who says that his mill will provide, will bring electricity, modernity in the farm. Except that one day, Snowball advocates to defend his windmill idea, and Napoleon sees that the animals are beginning to really agree with him. Napoleon whistles, and nine big dogs jump on the poor Snowball to make him flee. Napoleon then proclaimed himself "chief", and the other animals did not have the courage to protest, except for a few little pigs, but when they heard the dogs roaring, they kept quiet. Finally, Napoleon announced that eventually the mill will be built, and that he was the first of the two who came up with the idea.
