O plano de negócios é um documento utilizado para planejar um empreendimento ou unidade de negócios, em estágio inicial ou não, com o propósito de definir e/ ou realinhar a estratégia de atuação para o futuro. Trata-se ainda de um guia para a gestão estratégica de um negócio. Reúne informações importantes como: o funcionamento do mercado, os possíveis produtos e serviços ofertados, o público-alvo, os concorrentes, os fornecedores, e, ainda, as diretrizes operacionais do futuro negócio para a tomada de decisão do empreendedor. Ao longo dos anos o SEBRAE (Serviço Brasileiro de Apoio às Micro e Pequenas Empresas) tem sido um grande parceiro dos pequenos e médios empreendedores e, em se tratando de turismo, isso não é diferente.
