On the first picture, we can see a man watching TV. It's saying that the local government claims it would not remove the homeless persons from the streets for the World Cup and leave them as they are. However, in the second picture, we can observe a homeless person who looks desperate and /then/next/on the other side/ we can see government officials forcing him to change his sign for an advert concerning and favouring the World Cup. We can conclude that the government necessarily dont wan't to change the homelesse's situation because they do not consider it as important.

However, in the second image we see a desperate without shelter and then we see government officials forcing him to change his sign for an advertisement for the World Cup. It can therefore be concluded that the government does not necessarily want to change the homeless because for them it's really not important.
