La France est engagée dans de nombreuses opérations extérieures (OPEX) dont les principales se déroulent actuellement dans la bande sahélo-saharienne (« Barkhane ») et en Irak-Syrie (« Chammal »). Ces OPEX mobilisent actuellement environ 7 000 hommes. En rajoutant tous les soldats mobilisés pour l'opération « Sentinelle » et les forces de présence et de souveraineté dans les DOM-TOM, plus de 30 000 soldats sont engagés [1].
Les OPEX actuelles se caractérisent par quatre dimensions structurantes, appelées « 4D » par le général de Villiers, l'ancien chef d'état-major des armées (CEMA) : durcissement, dispersion, digitalisation et durée [2]. Ainsi, les affrontements sont considérés comme plus dangereux que précédemment, ils couvrent des espaces de taille importante avec des distances très longues, requièrent une plus grande connectivité sur le champ de bataille et durent depuis plusieurs années.
