The answer is b)
a) Is not acceptable because you only use "i regretTO" when your want to be formal.
c) The sentence doesnt make sense because in the first part you said that you regret telling her the truth , and in the second part you said the opposite , saying that you told her a lie.
d)And the last is not acceptable because the second part repeats what the first part says , and it's not necessary in the context
